A Proposal for Modernizing TANF Distribution in the Child Support Program (July 2017)
Temporary Assistance for Needy Families (TANF) recovery now represents less than 4 percent of Title IV-D collections. This discussion paper proposes a modernized distribution policy to streamline administration, strengthen relationships with custodial and noncustodial parents, increase former recipients' self-sufficiency, and resolve a fundamental contradiction in the program's mission.
